the sex of the plant depends on how manny hours of light you have on the plant. it looks like that thing you circled on your picture is a new branch that is emerging out of your plant. meining your plant is getting more bushy. !!!!!!!! i dont know if you have but you should try and read a indoor grow guide if you dont under stand the 12/12 or 18/6 light cycles. it will answer a lot of your questins (instead of figuring out from trail and error)

You can make any plant flower as long as it's a bit mature. You could prolly make it flower and get bud from it, but why not let it grow so you get more? If you put them on 12/12 already, dont expect a ton of bud, let them get a little bigger and more mature, then switch. Just my opinion. Good Luck!
