new grower 11-1 ft plant

    i have two lights, a 150w compact florescent and a 400w hps. right now i have two plants, one that's about 5in the other is at least 11 inch. i will post pics on request,
    my question:is the 11'' plant ready to begin flowering? if not, should i put it under the hps light in the veg room?
