New dab pen will not turn on as per instructions

    I got a nice cart so I went out and got the cheapest dab pen battery, maybe a mistake. I've charged probably 40 minutes on and off thus far, but i heard they usually come with charge. The charger component has a green light (even when the battery is not screwed on) and the pen itself turns red for a little while when first screwed in. After a bit, it starts blinking and then the pen light goes off. When I screw on the cart and tap the button 5 times nothing happens and I cannot pull from it. Anything im missing? Maybe it just takes a long time to charge? Thanks
