Need to figure this out

I got this staff thing and i'm trying to figure out what the hell it is. I remember somebody saying something about it was like a mardi gras antique or something. Either way i need to figure out what it is because it's an eye sore and i plan on selling it. So if any of you guys know what it is or might be any help would be appreciated
