No no no 12 hrs on 12hrs off for flower n make sure its like pitch black no light leaking into the grow space at all. R u feeding it bloom nutes? 2 months flower it should be almost done n it looks far from it.
Even a small metal halllide can grow decent bud from start to finish. I'm betting on some sort of house lighting.

Change bulbs i wouldnt flower with t5s it will work but not great . U need more of the orange spectrum ro flower like hps
What do u mean throw a ballast in there ? Just change your light to hps or led or the spiral cfl bulbs but 2700 k for the cfl house bulbs to flower but u will need quite a few.
