soo this is my first grow and I wanted to this be as low cost as possible...so this is my set up rn 4, 60 watt (each) LED Daylight bulbs (blue light), and the 1, 60 watt LED Soft White bulb (red light)...girls are 3 weeks old rn and seem to be healthy....any suggestions going forward ?
I believe that when I bought them I made sure that they output 60 watts of energy, the thing is they only consume 9 watts of energy so I think that’s where the low wattage comes into play, in just being more efficient
The watts consumed is the actual wattage. If it says 9 watts then that is your actual wattage. These kinds of lights are insufficient for growing. These are the type of LEDs you should be looking at. Horticulture Lighting Group Premium LED Grow Lights for Agriculture

It would still work, just that your yeilds and potency will suffer a great deal. My cousin grew a plant with a few of very similar bulbs.. Led energy savers. A proper LED grow light is a bit expensive and worth the investment if you save up to get one, but for now if budget is a concern, look for a cfl horticulture light... Its priced the same as getting like 5 to 10 regular bulbs, and the output is much more suited to growing. Something like the one in this picture Sent from my POCOPHONE F1 using Tapatalk

You can use the led lights at any stage of the plants life, just be sure you hang it high enough so that it does not cause any light or heat stress. Usually the led grow lights come with a manual that give you optimum hanging distances for each stage, along with a PAR rating at these heights. Something like this in the picture... Put your sun shield under your plants. The white wall be hind it will reflect more light than it will. It will however reflect more than your closet floor.
My new led grow light has a blooming switch and a seperate vegetative one, but you can use them both at the same time.....so should I ?? Or should I just keep it in vegetation until it’s time to flower ?
I hope you got given that light and didn't wast your hard earned money on it. There a lot of better options than Giixer. Depending on the size of your closest which you haven't said how big it is. You are going to want to have that light pretty close to the plants. Depends what Giixer you got 600w (70w actual) or the 1000w (110w actual). I doubt that it will flower very well especially trying to put 2 plants under it. As a general rule see below how much lux you need to grow cannabis. Clones and seedlings: 5,000–7,000 lux Vegetative growth: 15,000–50,000 lux Flowering: 45,000–65,000 lux Here is my budget light set up in a 3x3 tent (qb132v2 3500k & hlg320h-c2100a) day 8-60.
