It seems like these are the two main organizations working for cannabis policy reform. Why do they not combine into one super legalization group? Is there some dispute between the two that I am unaware of? Are they somehow different types of organizations with different goals? Edit: I guess there is also the DPA. It seems counter productive to spread legalization efforts so thinly across three organizations.
