Missouri - OK for Foster Parent to use Cannabis

    Foster parents in Missouri can now legally possess and grow marijuana in their homes under an emergency rule filed last week by the state Department of Social Services. Consuming cannabis in a manner that emits smoke or vapor, however, is still not allowed inside the house.

    Missouri voters in November 2022 passed a ballot initiative, Amendment 3, to legalize and regulate marijuana for adults 21 and older, allowing the purchase and possession of up to three ounces of cannabis and, after registering, the growth of up to six mature plants for personal use. But until Monday, the foster parents of roughly 14,000 children in the state were prohibited from exercising those rights.

    The changes to the state rule addressing “physical and environmental standards” for foster care in Missouri were adopted on an emergency basis because the existing policy was in conflict with the voter-approved constitutional amendment, according to a statement attached to the rule’s text.

    “Rule 13 CSR 35-60.040 presently provides that foster parents shall not use or possess marijuana or marijuana-infused products,” it says. “A regulation that conflicts with the Missouri Constitution is invalid.”

    As an emergency rule, the change is set to expire February 23 of next year. (snipped)

  2. Looks like I will be moving back to Kentucky. The AG in Indiana is going after CBD manufacturers in Indiana. There goes my pain control. I know is synthetic, but it controlled my arthritis. Now that I stopped vaping Delta 8, my pain has come back and my hands are swelling. If my disability check was more, I could afford to move to Illinois and grow my own plants.

  3. @OrionM42 Damn that sucks, hon! What sort of medical treatment you get in the USA should NOT depend on some line in the dirt! Especially since 38 states have medical cannabis legalized- that's 76% of the USA! It's time that our politicians wake up to reality- cannabis is more popular than they are!

  4. I have been seriously looking at apartments in Illinois but I don't know if the management would allow that. I could just sit outside and smoke a bowl right before bed so I wouldn't stink up the place. I am so unhappy here that I have dropped 50 lbs and my hair is falling out.

  5. To deal with the apartment situation, you just need to get yourself a good herbal vaporizer! If used properly, they produce a lot less smell, so it's easier to hide it with incense, air freshener, or even cooking. I'd advise getting one with a digital temperature display and NOT an Ebay "$50 El cheapo". (The cheap Chinese imports have been suspected of causing chemical sensitivities! :eek2: )

    :volcano: The "Volcano" vaporizer, like the smiley shows, is the top of the line vaporizer, uses cooking bags to hold the vapor and runs around $550 (possibly higher now). The bags make it even easier to hide the odor- you can exhale into the bag and later when you're done, release it outside.

    But there are cheaper types like the Silver Surfer, Vapor Brothers, etc that are quite acceptable. I have a little whip style Vapor Brothers that is close to 2 decades old and still works fine- no noise, no moving parts, no bags needed, and it fits, on it's side, in my desk drawer. :biggrin:

    Hon, you have got to get to someplace where you can legally get cannabis, or, at least CBD! Don't let the stupid prohibition laws kill you!

  6. Granny has the right idea, a second hand Vapor Brothers is what I used while I was living in an apartment. It's actually what I'm still using at home, once you get used to it you don't even want to smoke anymore.

    To take smell prevention a step further, you can make a fume hood of sorts with a small fan mounted to a board with the window closed around it and some 4" ducting to blow your hits into.

  7. Thank you, Granny. I'm living with my daughter and she says that as long as it is not legal on a federal level or state level, I can't have any in her house. She says it's okay for me to use CBD, but when I asked her about CBD that I can get in Fresh Thyme, she said ok. I asked what would I do if I got arrested for the brand that they have and it says this on the bottle, "Contains 2mg of THC per gummy." And she said, "Then we sue Fresh Thyme." A lot of good that will do me in jail. I found an old article where Fresh Thyme got busted for selling CBD before the 2018 Farm Bill was signed. In this state, they make a lot of money putting people in prison because of the private prisons in this state. For it to make a profit they have to have the population at or above 80-90%. So it is a lot easier to bust someone for minor possession instead of spending 3 years looking for someone like Pablo Escobar. And the Big Pharma company Eli Lily gives huge amounts of money to the Republican party for re-election. I've already started calling around Owensboro, KY, my hometown, for apartments. At least medical will be legal there in 2025.

  8. I was doing that with Detla 8 but the cold air was getting too much so I just bought a smoke buddy and put a shower cap over the smoke detector. My daughter doesn't want it in her house at all. So, I guess I will do some research and save up my money to buy a car or a new scooter since I won't be traveling out of town. I made a major mistake in trusting my daughter and her husband completely. My brother and I sold our mom's house after she died and split the money. I had enough to buy a brand-new car and have enough money left over to pay my full coverage insurance for several years ahead. But I gave both my kids $25,000 each, which they didn't complain. And the rest I blew because the amount automatically kicked me off of Medicaid and it was going to be 5 years before I could get back on it. She talked me out of it by saying that I could drive one of their cars. After the money was gone, she cut me off. No car. "No, Mom you can't have any weed in this house because it's illegal. No, Mom, you can't drive the car. No, Mom, you don't need to be drinking a glass of wine with your meal" I have to clear all of my appointments with her husband to make sure I'm not interrupting his sleep schedule. I got a hint of what was to come when my heart went out of rhythm and I asked him if he could take me to the E.R. and his response was, "Can you call an ambulance?" He was too busy folding towels to take me. Now I have to start all over. It will take me 4-1/2 years to save up to $16,800 to buy a used car that I hope doesn't throw up the motor when I'm driving it. I'm sorry, rant over.

  9. You've got nothing to be sorry for, hon! And your daughter sounds like a controlling brat and the son-in-law sounds even worse! And denying you the medicine you need? Sheesh!

    My sons and I still live together but there is very little "drama"! They are a bit over-protective in some ways, but would never pull stunts like that!
