    I was wondering whether a student who is a foreign national could qualify for a medical marijuana or recreational marijuana license

    no mmj for non citizens in some states..others require 21 years old and residency with medical records..
    -check the basics here, http://norml.org/legal/medical-marijuana-2 - each state will have the laws posted online as well.
     
    no license needed for rec purchasing in legal states, but you must be 21 and have ID. (a passport is ID)
