Its a fucking joke. It will be far easier to just get your smoke the way you are now than thinking Jersey has done somethign good here. The only upside is that the law can be changed in the future. They want to help people, but only a very, very few, and only a very, very little. What a fucking ridiculous state and law this is. Again, better than nothing but only just barely - if it gets passed. It won't even come up for a full vote until they write all kinds of bullshit describing what education must be taken and passed by would be patients.
