I could be wrong but I think it's a state thing and if the town doesn't like it as far as the law is concerned I'm pretty sure they can suck it. I think you can do both. Again I could be wrong.

I'm speculating here but I believe it's similar to a dry town. For example, Rockport Mass. You can't buy liquor but you can bring your own wine to a restaurant. The act of drinking isn't illegal but buying/selling it in that township is.
This was in the original bill to allow cities/ towns to prohibit cannabis businesses in their jurisdiction. It essentially means that there would be no shops in your area and maybe the city police like Shrewsbury in your case may bother you if you are home growing. not too sure about that.
