sure, it wont be very strong, & will take a WHOLE LOT. the best way is to grind up the leaves & cook them in oil or butter (15min or till the oil/butter turns green/black), (thc doesnt disolve in water), then strain the leaves & use the oil or butter, the thc will be left in the oil or butter, so u can discard the rest.
