I'm new to the whole grow thing myself, but I'll take a stab at your questions to
try to help.

I would try to germinate just two seeds to start. No sense wasting what you don't have to.

Male plants are a waste for our purposes, because they don't produce enough THC, the chemical which gives you the "high." Plus, males can pollinate the female plants which will cause them to stop producing THC.

The bulb/wattage question is really going to depend on what kind of light you go with. There's already an entire folder devoted to the topic, so I don't feel like I can add anything beyond what you'll read there. The rule of thumb is 100 watts per plant . . . with such a small grow, I'd lean towards florescent bulbs.

A small, oscillating fan would probably work best for you, but you still might need odor control.

Soil? I'd probably go with Miracle Gro. In soil, the type of water you use probably won't make a difference.

*I have around 4-5 seeds that I have gathered up, how many should I germinate just to be safe? just do 2 if ur only planning on growing two, if one seed doesnt germ then try another.

*I heard you can only smoke female buds, why is this? And if it happens to be a male plant, will it be garbage? males dont produce budd, and yes it will be garbage.

*How many bulbs/wattage for 1-2 plants? min 100 watts per plant, more light= more yield hps is the best though.

*Could I use a regular lamp plugged into a regular outlet with the specific bulb, or do I need to buy a specific lamp for that bulb? cheapest way to go really is cfl's not too expensive. If you are planning on trying to go cheap, you may as well not even start

*Ventilation. This will be a cheapy cheap cheap grow. If I leave the plants in the open basement is that considered ventilation or can I use fans? And what kind of fans? oscillating fans are good, always good to have them for air movement

*What kind of soil is the cheapest but the best? Could I use non-brand name? soil is cheap, i buy fox farms soil for 15 bucks a bag

*Watering. Bottled or tap? tap is fine, just let it air out before use, minimum of 24 hours so the chlorine can air out.

I suggest germing at least 3 seeds if you want a good chance of at least one female. Ever flip a coin twice and get heads both times? Not that unlikely is it? Well those are the same odds you are playing with by germing only two seeds, still a risky 25% chance of getting two males.

Yes you can only smoke female bud. Males produce pollen sacs, and you don't want males because they will pollinate your females and load up your buds with seeds.

Use HID, fluoro tubes, or CFL lighting. If fluoro/CFL then you want a minimum of 100 actual watts per plant. Note that CFLs are marketed with "equivalent" watts, ignore that and go only by the actual watts. CFLs will work in a regular household lamp.

Leaving plants in an open basement is not ventilation. It still might work, but plants need fresh air, and further true ventilation allows you to control heat and odor.

There is no such thing, in soil or in anything else, that is both the cheapest and also the best.

You might be able to use tap water if filtered, but it depends on your tap water. Otherwise use distilled or filtered water you can buy at the grocery store.

As a side note, don't try to grow too "cheapy cheap cheap" or you are just sowing your own seeds of failure.
