I don't think so. The voter referendum that was submitted and validated has forced their hand. Their choices were to repeal or add the referendum to the ballot in an upcoming election. I think they believe that the referendum would pass if left up to the voters. The feds are most likely operating at the request, or at least with the strong approval of the City Council. But the bottom line is that once the feds leave town the city will have no ordinance in place to ban the dispensaries. The only enforcement option left would be the feds.
