Around 4 of the hlg 550’s would work if you are sure fire set on going the LED route, likely the easiest set up to cool in a tent that size, that is in comparison to say a couple or few 1000 watt HPS running I believe you could do your own DIY set up to meet your price point of 1300 if your somewhat knowledgable when it comes to assembly / simple wiring.
