Lighting question cfl

So I have two of the cfl an one of the crystal clear bulbs each one puts out about 1500 lumens I wa wondering are these used for vegging or flowering also they both get really hot

 

Thanks man planning on putting these into my flower box

 

Another question would those work better than regular 23 watt cfl for veg tho
