you might get by with that for only 2 plants, but the rule of thumb is 100w of light per plant or a minimum of 5000lumens per plant
In my not so humble opinion those Envirolight's are crap for not telling you there lumen output. At least with 4 Home Depot 23W bulbs which would cost the same you know you got 6400 lumen's.
