Legalize it all with restrictions.

  1. Legalize every drug.
    How can we do this safely you ask?
    Restrictions...
    Allow any and all drugs to be sold in tightly controlled stores, whereas people the age of 21 and older can buy at a fair price.
    Then, have the purchaser sign a document waiving "the people's" responsibility to care for him medically, should he need medical attention, as a result of using the purchased drugs.
    Finally, have him sign another document that puts him on a database as a drug user. So should he get caught doing some sort of felonious crime, the police can check and see he is a drug user and give him a double charge.
    And this way, people who want to use harder drugs can do so without causing a tax burden on the people (because of no denied medical attention). They will also have to do well to obey the law while under the influence of such drugs because of the harsher penalties.

    These shops would sell only the more nefarious drugs like cocaine, meth, heroin, and things of that nature that have a high potential for addiction and can (depending on the user) kill you.
    Marijuana, perhaps X, LSD, and the less harmful drugs would be legal without such restrictions.
