if i germanate a seed, then plant it in tomato growing soil, and leave it by my window for sunlight about 12/12. would it grow, or is this the most dumbass idea ever? also, if i was growing indoor, how many watts for 1 plant would i need?

Short answer: Yes, it would probably grow, but there's a good chance it will die before reaching adulthood. Even if it does somehow make it, you'll end up with some really shitty weed.
i've done that... later i transplanted it into a 5 gallon bucket and put it in the basement... it grew fairly well at first but then started to wilt... then it fell over so i just got rid of it, but it was kind of fun... made me super paranoid though, ha ha
