Check the ph of the soil!!! I'd add much more soil!!Something organic. That dirt ur digging in looks compact and red. Lots of clay??I think the biggest issue is lack of direct sun. 4 hours a day of direct sun is not gonna do it for ya. Well. They will grow, but would be much better in a spot where you get more sun.
