I just want to know is the re a such thing as to much light . like a plant growing tall and thin . 2x2x4 with 2 24 inch flourescents (daylight fluorescent).
There is such a thing, but you won't achieve it with fluoros. If your plants are stretching, your bulbs are most likely too far away. Daylights usually do a good job of preventing stretch, and if they're tubes you should be able to move them within an inch of the tops.
Have you ever seen light bleaching? I have read that you can overload the plants with HPS lights, but the heat of those bulbs will burn them before you can get them close enough to do it. I don't remember where I read it, but I did. I've bleached plants with fluoros and LED's before. And no I'm not mistaking it for a burn. Yes, put them closer to the light. Tubes can touch the plants and not burn them, but they will if left there too long.
