if it is only a few days old i would wait at least a week or two. it wont get root bound in that time
Man your plant is SO stretched. Whatever your using for lights (I'm guessing cfls) you need to get them a LOT closer to your plant. if I'm right and your using cfls, keep em about 2-3 in from the top of your girl And as for transplanting, your better off just planting your seed directly into its final growing space so as not to get any transplanting related stress. Since she's so stretched out I'd wait a week or two to transplant since her stem is really thin and brittle and it'll be easier to damage her

give the stem some support and keep the light 3" from the top you need the root mass to grow and fill the pot, and the stem needs to get a lot thicker before even thinking about re poting the plant. if you try and re pot the plant with a thin weak stem, if snaps or breaks, you will kill the seedling
its all good, bury the stem a little for strength..move closer to light/or/put outside in sunny area, and im sure he/or/she will be fine
it will be fine if you got fluros get them inches to the plant like 2" put your hand just above your plant and if you can leave your hand there and it feels fine then your plant will be comfortable too. 400w how ong are the tubes how many have you got thats alot of wattage for one seedling a a few 30w cfl will donit for a weeknor so to reduce the strech. get as much light roun her as poss as said bury the stem as much as poss and use a wooden kabab stick with some wool round stick and plant then you be ok also a fan can help with strength but dont out fan on her still you got her supported and much a possible
