Those lights have no specs. But if you get enough of them in the right spectrum I hope you have alot of batteries lol. A heater and thermostat will be needed.
uhhh it would be difficult... you're gonna need more than a wireless flourescent light. you're gonna need some high wattage... for a few plants, you would want 4ft*4/ 54watt T5 w/ 6500k spectrum mixed w/3000k spectrum. Which means that won't run on batteries. You'll need electricity. Also, the climate of your area is a factor. Indoor is the best idea.. unless you're using HID lighting that heats the room up to an adequate temp, and maintains a decent temp during an off cycle (which you'll eventually have to switch to when flowering)... ...So the odds are leaning towards, no, unless you have a heated shed with power...
Edit: You could try constructing a Tesla coil to run regular fluorescent tubes .. +rep if you do it, that would be so diesel.
