Inconsistent volume . . .

  1. I've been streaming audio since probably the late '90s, YouTube since it came out, podcasts, etc.

Occasionally I'll have something that I can barely hear because (I assume) it was recorded at too low of a level. Most of the time I'm on my laptop and I can plug in external speakers if necessary but that usually isn't convenient.

Is there any way of tweaking the audio settings on the computer to bring the volume up on something that was recorded too low? I realize that at some point it will be distorted but IDC.
