I have 400w and 600w ballasts. Which should flower and which should veg?

Like the title says. I have a 400w and a 600w light. each will be going into separate cabinets. Is it more optimal to have a higher bloom than veg or a higher veg than bloom?

I plan on having between 2-4 mothers in the veg room to make cuttings from and put into flower and replace their predecessors.
