In my experience (which has been pretty extensive i'd say haha) women like men who take the lead. If that wasn't the case, she would have made the move. DM/call/text her and ask if she wants to come smoke with you (or whatever) and then make your move. Even if you are not confident, the put on air of confidence will get you far.
