Depends on how you are hoping to grow and the details of the light. All of the lights of that style I've seen have been in the 35 watt range, and that's probably not enough for even a tiny setup, but yours could be different. Take a good look at the light, you should be able to get some more details about what you have.
Yes, you can grow a plant under that. If you knew a bit about electric wiring, you could make or purchase a shade/reflector, and wire it to the back of where you screw in the lamp, keep the ballast remote, out of your growroom.
