Now that we have two fully legal states i have a question. How would you go about getting a issue like that on a ballot? Also does it matter what year like every four years we have a new president is voting for something like this only able to be done after so many years?
Only some states have ballot measure systems. In alot of states the only way to get any legalization passed is through the state government. Ballot measures can be brought to a vote when there is a statewide public vote that usually happens every 2 years for elections. You will probably see some states hold back their ballot measures in 2014 and go for 2016 instead because they'd have a better chance then.
