   I have my 220v stove plug which is four wires, and i have my multitap ballast. How would i wire these together to run the light off the 220 that is coming in?

   I'd say the easiest thing would be to look up a step up/step down tranformer. They look like small boxes, that have a 220v input 110v output, or vice versa. They are pretty handy and pretty cheap.
