correct!!! i like to put them in a small container, swimming in a pool of whole white rice. it acts as a desiccant, and will absorb any moisture.
Germination does decline over time. I got some 10 plus year old seeds to pop. Had a few more germination problems with them vs fresh seeds but they do last as long as you store them well.
10 years would be the limit for room temp stored beans probably, but some go even faster. when i popped the last of my 90s bagseed a few years ago, most of it didn't want to pop. if memory serves me right, the BEST way to store beans would be in a freezer, but you can only thaw them once. that could also be something i read about pollen the 80s were a long time ago man!
