Small from poor lighting probably, but could be the dirt. Spots on the leaves points to PH imbalance. And leaf tips are showing signs of something, maybe nute burn. What is the runoff water PPM and PH? What dirt are you using? Lights? All that will help to determine what the problem(s) may be.
