Yea that is too close! You just need circulation in your grow area. Don't put the fan directly blowing on your plants especially during flowering, this will dry your buds out big time! Just saying less is more!
You want your fan to move the plant in a visible way when it oscillates past the plant, but it shouldn't be too extreme, that fan looks too close. Think gentle breeze not a point-blank hurricane.
It all depends on the fan's power, you really just want your plants to flicker like a candle does when their is a light breeze over it, so if it's really close keep it on low, if it's far back you can put it on high as long as you don't see the plant like bending with it.
That looks like those tiny clip on desk fans. Should be a fine distance for that fan. I use a huge box fan about 1 foot from my plant on low setting without any problems. When not using the big box fan (i take it out at night for me) I use one similar to your on high setting about 1.5 feet from the plants. You dont want the branches banging around into each other but common sense should tell you that. Put it any distance you want, lower setting closer up or higher setting further back.
