260 watts is the true or actual wattage. Any other measurement of power is just BS. That plant was one of 4 grown in a 2x3 Are you not seeing the differences?

More about watts per square foot. Plants can be tiny or huge. And I think you have a "1200w equivalent" not actually 1200W because if you do then that thing is not performing
