But if the title is lying then the opposite would be true and the statement would cause the title to be true, which would end up causing a never ending loop of statement changes.

The truth is that the title lies. But if the title lies, then the following statement is actually not true, which would then mean that the title is not a lie. If the title is not a lie then the following statement is actually true...which would then mean that the title is, in fact, a lie. The loop would never end.
