help with my critical plant

    I have been growing a critical mass plant abd it seems to have stopped. It is under cfl in a mix of perlite and soil. It is about 7 inches tall and still doesnt have any proper leaves yet it has the first 2 serated fingers and the cochyledon leaves on it. It is 11 days from seed.

    - bulb needs to be 2 inchs away from the leaves, minumim.
     
    - its focusing too much on growing high up to reach light, rather  than sprouting leaves
     
    - make sure to water it half cup of water ( the actual messurment 250 ml ) every day
     
    - add dirt to the part where the circle gets bigger( the low rim inside the pot) DO NOT USE MERICLE GROW!
     
    -  do a 12 hr cycle, (or as close as you can when you wake up turn lite on, go to bed, turn the light off, make the day/night effect as real as possible, dont leave light on 24/7, it confueses the plant,(plants need sleep too!)
