I believe the white part is the downstem. If it says "without downstem" I assume you will need to buy one. What downstems look like.
That's... a really strange looking piece, to be honest. Do you have a link to the actual product page? There's obviously a bowl in the picture so there must be a downstem... can't imagine why they wouldn't include the downstem and bowl.

I wouldn't pay $60 for that, personally. Especially not if I had to buy my own downstem for it. Look around at some other online head shops, or local head shops. There are better options out there for that price.
