Help plz with my plants

Hey guys, this is my first plant, isnt the best set up but its doing the job, It currently has 2 48Watt fluros on it, 10 hours aday, its been budding for 6 weeks now. The problem with my plant is there are all these little brown dots on the shade leaves and they are just starting to show up on the small leaves on the crown bud, i was wondering what the problem is and how i can fix it. Here is the link to the picture. There are also really really small white bugs in the soil, they have been there for awhile i tryed using a pesticide but it didnt seem to kill them, We generally water him once in the morning and fertizlizer every 2-3s day (We are currently using Flower Focus

Hey guys, thats for replying it. I will give you smoke more infomation like requested.

• Hydro or Soil Currently using All purpose potting mix
• Type of light? she was vegetated for around 3-4 months and has been on flowering for the last 6 weeks,
• "Atmosphere" Conditions: it is only in my bedroom cupboard, like i said before it is my first time not the best setup. We have turned the mirror slidding doors to reflect the light and have put Alfoil on the wall. We also dont have a fan running in the cupboard. not really sure wat temp the room is either.
• Waterings I water him every day or 2 depending on how moist the soil is, using around 300ml of water, I am also spraying the leaves/buds with C02 water every morning.
• PH Range (havent tested the ph of the water i am giving it.
• Nutrients/Supplements currently giving him a Premium plant food concentrate called Flower Focus, Also i given him 2 doses of potash in last 6 weeks, in vegetation stage i was also giving him miracle grow
