    I have been trying to use horticultural oil for like the last week but have not seen any change

    Can you explain what it looks like to you, is that webbing?

    yeah its the webbing that worries me because its only on some of my plants and on the plants its on its only on some parts again.

    its like a stitching that goes across the bottom side of the leaves

    you have some heat stress there as well, that vein activity is interesting. What are your temps like?

    temperature stays between 64-78
