HELP! Is my soil gone bad?

    my new plants have just popped out the soil. but theirs some white cotton like stuff on top of the soil. is this a bad or nothing to worry about.:confused:

    i used:

    potting soil
    perlite
    and some nutrition soil mix

    theirs 2 plants, one looks fine the other ones leaf is closed.
    there's also a white dwarf.

    Looks like a mold of some sort. Maybe try a fungicide..

    you need a fan blowing the circulating the air,
