Yes paint the walls flat white . OK you can get some pvc piping . Some one inch . Build room around your room. Better you order panda film. It reflects 90 % of the light back to your plant . Its 70 or so bucks per 100/ 10 Hang your lights from the pvc. . So basically you building a tent in your room but no tent film only pvc. to hang lights . Do you understand ? A entire room . Interesting . How will you keep it cool what lighting ? What size area ? how many watts ? If you have question on safely wiring the electricity if your over 1500 watts ask. I can supply pictures from the breaker box running 220 if you need. Its simple .
Only I'd use a broom handle (stick thing) to support my HID light pvc is great for led's I'd give some thought to venting too cheers

I used egg shell white paint for bathrooms with added mold resistant to paint. I used stud finder and put a dot on all the studs over where I wanted lights thin screwed eye hooks for my ratchet straps to hand lights from. Then I took small cuts of 2x4's and screwed them into the studs and attached the scrog nets 1x2 frame supports to hold nets up off the ground so I do not have to move around them when working under the nets. The only panda plastic I use is to cover the window I used two layers incase one failed witch has saved my butt a couple of times when tape came loose during a flower run. No need for any on painted walls, the paint will reflect the same amount with no extra risk of mold do to having a moisture area between walls and plastic. Painting is the best way.
Sorry forgot to add for the floor I used Tent 6 mil mylar with foil tape to join seams. Then said no more pot pans I used flood trays so no more worry with a oops over watering. The tent mylar I got a roll from amazon for 49$ VIVOSUN 6 Mil Mylar Film Roll 4 FT X 50 FT Diamond Film Foil Roll Highly Reflective Grow Room (50 FT).
Don't over-think this. No reflective walls or ceiling are needed. Just use 10% more power to compensate. Drill as many holes in the ceiling as needed to support light hangers, then screw these in. I have some small tents in my basement, and use a small sump pump room too. This is exactly what I do in that room. It's not the most efficient setup, and wastes power, but it sure was easy.
