Soo.. my one plant is stil growing upward.. and its flowering.. its almost 2 and a half feet whereas the other ones only 1 ft lights 2 inches from plants pot its in is not that big lol can anyone suggest a way for it to stop getting taller?

No where near enough light you need at least 125w per plant and i prefer more during flowering stage, can you post pics i recommend getting 2 dual spectrum or one dual and one red CFL 200w you can get one for £35 on ebay, if your one a really low budget get at least one.
Sounds like you have a Sativa and its bolting. I pulled 6 out of my flower room that are 3 feet+ tall. View attachment 1361090 A trick is to loosely tie a piece of yarn to it near the top and tie a pop can to the other end of the yarn. Add water to the pop can to weigh it down and bend it over. I tied a big blocks of wood to an 8 footers I had out in my vegetable garden.

Lighting is a whole other game. No free lunch there. Some of us spend $80 or more on a single light bulb.

Well , a shithouse wild guess is you don't have enough. go to any store and buy the biggest compact florescent bulbs they have.

I don't think snoop was being "smart". He's a good dude with a lot a knowledge. The wattage should be printed on the base of the bulb. CFLs have an "actual" wattage (ex. 23W) and an equivalent wattage (ex. 100W). The equivalent is what they say the output (light) is if compared to an ordinary every-day light bulb. Originally the whole idea behind CFLs was to conserver energy. You want to pay attention to "actual" wattage. Does that make sense?

Is it correct that you are trying to grow 2 plants under 1 17W bulb? Snoop was right, that's not nearly enough. Like Skunk said, you should shoot for 100+ (actual) watts per plant. Notice the "actual" part, not equivalent. 2 Plants under a 17W will maybe give you some nice plants to look at.
Your best bet is to put it by a window during daylight hours...and at night putting them under those bulbs
