it happens without the lights too. and the true leaves actually form before light even hits them. if you've ever looked at a sprout before its gone into light you can see the small true leaves already there and they're yellow. getting them underlight just turns them green and begins the photosynthesis grow process.
This is nearly a year old....if the buggers havn't sprouted by now he's going to need a little bit more than luck.
