Hi guys, My plant is about 1 week old now, i platned them in Supersoil potting soil only, noting mixed with it. Now i give them just only distilled water. So, i just prepare for the next couple weeks.. I have "Expert Gardener" all purpose plant food with24-8-16 ratio. Can give it to my plants. when should be the perfect time? Any advise will be most appreciated.

Doesn't matter -- gallon container, watering can, whatever. The key is to keep the strength right given the volume of water you're mixing in. If in doubt use less not more.
