i might be wrong but what it seems like is that frank wants the "natural born" thing changed, which is why he proposed an amendment which is how congress changes the constitution. barney franks time is limited, he wont be re-elected. go sciff.

The articles of the consitution are pretty vague and the Supreme Court has never "interpreted" it's meaning. So it should be an eligble Supreme Court case. I think the founders put this term "natural born" in the constitution so that international monarchy family relations ( they experienced) or tyrants can't have one world order.
