  2. Your setup looks like a solid starter pack. You might be able to get your lights a little closer; fluorescents are relatively very cool, and shouldn't burn your plants unless they touch. They also have very little penetration, although that's alright for now since there is such a small amount of foliage.

As far as when to feed nutrients, it's up to you. Go out and buy a TDS meter, so you can measure the PPM of your nutrient water. It's actually be pretty difficult to over-feed your plants, however it is VERY easy to give them nutrient burns, and that's what the TDS meter is for, to make sure your nutrient-water isn't too concentrated.

As far as what to do next, it's probably about time to transplant them in to a bigger container, maybe a 1-2 gallon nursery pot, or a milk jug if you're going the DIY. After that, just leave them on a 24h cycle until they're ready to bloom or transplant again (although probably bloom).

You may want to consider constructing or buying a grow tent ahead of time though, as when you bloom, you will need to have 12 hours of absolute, uninterrupted darkness, you can't even have a single sliver of light fall on your plants.
