Not unless they're autoflowering strains.. If they're regular/feminized seeds, 12/12 will force them into an early flower.. try looking around the forum for grow guides pinned to each section.
So then yes it is "ok". You will get less yield, but could still get 40g + off it. It won't start showing flowers until like a month old, by that time it could easily be a foot tall, and still going to stretch for the 1st 2 or 3 weeks once it hits maturity. No harm in trying, I have grown regulars 12/12 from seed now twice with fairly outstanding results imo.

You want your plants closer to the cfls. Two inches away from plants, I always thought as soon as you see pre flowers or alternating nodes you can flower those girls no added stress.
