First grow help with lights and placement

I just started this grow like 2-3 weeks ago all bag seeds some where germ first and then a week later some others where germ.

i have 4 CFL's 150 watts and 3 2ft Fluros 40watts i need some advice on placement of lights and
i also have a 70 watts HPS outdoor light from homedepot i need to take a pitcure of it and post it later.

also some advice on the droppyness of some plants and sexing.

yes the newly transplants look alot more perkier, i watered after the pictures were taken..
about C02 what should i do have a 5 lb. co2 for my kegerator or should i use selzter water?

lights i want to get more of the dome lights maybe like 4 of thoes big mama's (dome on the left) put them in the center

and the 2ft strips on each wall running verticle | on the wall. maybe even on the door

as for the HPS i have its a industrial Outdoor Street lamp 70 watts.

and when should i add nutes?

when should i start LST? the stems seem really floppy (if you look at the pics i have them supported with pens and fishing wire)

 

i should have new pic's of my hps and all the plastic cups transplanted and a better light setup, also brought down the heat it sits at 82 83 have a window fan at the door way and turned on my AC leave the door open to the grow room

 

This is day 42 in veg stage.

i was wondering what i should do next ? maybe nuits or LST? and how often should i water and do you use a spray gun and water when i shut off lights for 8 hours or while lights are on.

 

i will be posting some new photo tomorrow morning i tried fixing the lights and moving the plants in to new pots and i tried to deal with the browning of the leaves but i dont know what it is also i changed all the CFLs to blue spectrum daylight blues instead of bright white
