Firefox 3.0.6 link question

I am using FF 3.0.6 on os x leopard.
When I click a link on a page it will open it in a new window regardless of "tabs" setting
I can right click on a link and open it in a new tab but is there a way to make that alwasy happen so I do have 86 firefox windows open
