failure?

I have a 600w quantum ballast and I'm unsure of bulb brand. My light keeps acting like it wants to fire, but comes on dimly and goes out. I have yet to swap bulbs or hook up my 400w ballast to the bulb. What's most likely the problem? To bulbs try to fire if they're bad? Or is my ballast shot? Its under warranty still.

 

Bulb was defective. So yea bulbs will fire but not stay lit. In my case anyways.
