Ethanol as a hash oil solvent?

    Hi there, I was just wondering if people had experience using ethanol as a solvent for making hash oil. Is 151 proof strong enough? In my state getting 190 proof can't be sold in stores, and 151 proof looks like the strongest that I'm going to be able to get. Also, do I need to decarboxylate the cannabis before dissolving if this oil to be ingested? Thanks all.
